Incident Report – July 3, 2025

Location: In front of the Berkeley Police Department

Time: 5:15 PM

Officers Involved: Officer Tinney (T-I-N-N-E-Y) and Officer Badge #23 (name approximate: “Muini”)

Summary:

I, Jodi Schiller, called the police dispatcher while standing outside the Berkeley Police Department to request assistance.

The dispatcher sent Officer Tinney to speak with me.

When Officer Tinney arrived, I explained that all my belongings had been stolen—including the sleeping bag I relied on to survive—and described the situation fully: that I had been told to wait outside the station for a tent and sleeping bag promised to me on Tuesday, which never arrived.

After hearing this, Officer Tinney got me a thin blanket but no sleeping bag or tent.

When I confronted Officer Tinney about the missing tent and sleeping bag that had been promised, he responded dismissively, saying things like, “Well, I don’t know,” and “That’s not about me,” making it clear he had no intention of helping resolve the issue or following up on the promises made.

After he returned with the blanket, I told him I wanted to file a police report about my ex-husband stealing twenty million dollars from me.

Officer Tinney refused to take the report, saying he believed it was a civil matter.

I pointed out that labeling it as “civil” may simply be another way of dismissing crimes when they involve a man exploiting a woman.

Prior to this, I had left multiple messages with the initial responding officer, Badge #23 (name approximate: “Muini”), who first told me I would receive a tent and sleeping bag. Despite my repeated messages, he has not called me back or contacted me in any way regarding the promised items.

My belongings, including my sleeping bag essential for survival, were stolen while I was sleeping outside the police station—where I had been instructed to wait for promised assistance that never arrived.

I am in danger of dying of exposure again tonight because of the neglect of the Berkeley Police Department.

I am documenting these failures as part of a pattern of systemic neglect and refusal to protect me, a victim of severe financial and psychological abuse.

Documentation Purpose: This record is being made publicly and privately to demonstrate the ongoing refusal by Berkeley Police to take appropriate action on a serious crime, despite my repeated requests.
